Statutory authority for 194-I change: Finance Act, 2025 — Clause 59 substituted the first proviso to Sec 194-I, w.e.f. 01.04.2025. The new proviso reads: "no deduction shall be made under this section, where the income by way of rent credited or paid for a month or part of a month by such person to the account of, or to, the payee, does not exceed fifty thousand rupees."
Statutory authority for 194-IB rate cut: Finance (No.2) Act, 2024 — reduced rate from 5% to 2% w.e.f. 01.10.2024.

Structural Changes
1. Consolidation: Old Act had ~60 scattered TDS sections (192–194T). New Act consolidates all into:
  • Sec 392 — Salary & PF (replaces 192, 192A)
  • Sec 393 — All non-salary TDS (replaces 193 to 194T & 195 etc.) — organised in 6 tables: Table 1 (Residents), Table 2 (Non-Residents), Table 3 (Any Person — winnings, benefits etc.), Tables 4–6 (special categories)

Conceptual Changes
  • Tax Year: Replaces Previous Year & Assessment Year — single concept (Sec 3, ITA 2025)
  • Payment Codes: Numeric codes 1001–1092 replace section numbers in challans/returns from 01.04.2026
  • Transition: Earlier of credit/payment determines which Act applies — pre 01.04.2026 = ITA 1961; on/after = ITA 2025
  • Valid certs: Form 13 / Form 15G/15H certificates issued under 1961 Act remain valid for projected receivables in TY 2026-27 (Sec 536(2)(j))
